Emergencies happen….without warning….anytime, anywhere!

The Province of New Brunswick Emergency Measures Act stipulates that each municipality must be prepared to handle emergencies and disasters by establishing and maintaining a municipal emergency measures organization and preparing emergency measures plans.

The City of Saint John has acted on this responsibility to prepare the city to respond to and recover from disastrous events with the establishment of the Saint John Emergency Management Organization.

Saint John Emergency Management Organization (SJEMO), on behalf of Saint John Common Council, administers the Saint John Emergency Plan and associated contingency plans, together with provisions to set in motion and fulfill such plans. SJEMO works cooperatively with a wide range of partner agencies and organizations, both within the community and outside, to establish an active partnership, trained and qualified to effectively manage emergencies that may occur in the community.

Goals/Outcomes

    1. Mitigation: A disaster-resilient community in which the effect of hazards that cannot be eliminated are lessened through preventative measures.
    2. Disaster Response Planning: A community prepared to manage the threat and consequences of hazardous and potentially disastrous events.
    3. Public Awareness/Education: An informed public, confident about hazard and disastrous event prevention, response and recovery.
    4. Incident Management: An effective operational and administrative response that minimizes consequences of hazardous and disastrous events on the public.

Priorities

1. Emergency Planning – Emergency Planning helps local officials and the community anticipate problems and possible solutions, provides for the development of appropriate responses for a wide range of occurrences, and facilitates a faster and more effective response.
2. Resource Development – Resource Development ensures a high level of preparedness, accomplished through training, exercising and testing.
3. Public Education and Information – Public Education raises on-going awareness about community emergency plans and promotes the importance of personal emergency preparedness.

Emergency Contingency Planning

The City of Saint John Emergency Plan and associated contingency plans are part of a comprehensive program of planning, education, training and testing. A hazard analysis and vulnerability rating process identifies, analyzes and prioritizes hazards most likely to occur in the community.  This is followed by the development of contingency plans to address response to these potential threats to the community, including for example:

  • Flood
  • Severe Weather Event
  • Water Supply Incident
  • Major Power Outage
  • Hazardous Materials Incident
  • Major Fire
